DYNAMICS AND INSTITUTIONAL PARAMETERS OF INTERNATIONAL SCIENTIFIC AND TECHNOLOGICAL COOPERATION OF UKRAINE
Abstract
The purpose. The article diagnoses the gap between input participation metrics and measurable economic outcomes in Ukraine’s international science–technology integration, and conceptually outlines principles for future operationalisation; it does not develop a complete model or indicator system. Methodology of research. The study applies logical generalisation, structural – comparative and indicator analysis of official statistics and EU programme data, complemented by bibliometric evidence on publication activity and international co-authorship. Findings. Findings indicate an institutional deepening of integration into the European research area, a shift towards a project–oriented funding regime, and a compensatory role of international research infrastructures that sustain scientific continuity amid wartime destruction. Yet persistent technological import dependence, asymmetric technology–transfer flows, shrinking research personnel, fragmented commercialisation channels, heightened donor reliance and weak feedback loops between programmes and firms limit the transformative economic payoff. The paper therefore formulates core design principles for a future, outcome linked measurement architecture: coherence across levels (project-organisation-sector-economy), transparent mapping of funding streams to knowledge outputs, patents and marketable technologies, explicit modelling of time lags, incorporation of resilience metrics capturing infrastructure losses, researcher mobility and diversification of funding, and separation of short–term stabilisation effects from long–term productivity and export gains. Practical value. These conclusions provide a policy–relevant basis for recalibrating STI instruments, prioritising niches with scalable returns within Horizon Europe and allied schemes, and configuring a robust monitoring system for war and recovery phases. It also stresses the necessity of harmonising national statistical definitions with EU monitoring templates to ensure comparability, reproducibility and continuity of evidence across funding cycles and strict audits, too.
