DEVELOPMENT AND IMPLEMENTATION OF QUALITY MANAGEMENT SYSTEM AT THE ENTERPRISE: JUSTIFICATION OF THE PROJECT APPROACH BASED ON THE DIAGRAM K. ISIKAVA

Abstract

The purpose of the article is to substantiate the project approach to the development and implementation of quality management system in the enterprise based on the diagram of K. Isikawa. Methodology of research. The solution of the goal set in the research was carried out with the help of the following general scientific methods and research methods: analysis and synthesis, induction and deduction – to detail the object and subject of research; scientific abstraction – to establish the causes, factors and consequences of research; integrated and systematic approach – to build a diagram of K. Isikawa; logical analysis – to formulate research conclusions. Findings. The article substantiates the project approach to the development and implementation of quality management system in the enterprise through the construction of K. Isikawa's diagram, which is due to the innovative time requirement for the modernization of management systems based on the concept of total quality. The project model of formation of the quality management system at the enterprise is developed, the causal interrelations between factors and consequences at acceptance of administrative decisions within the project concerning development and introduction of the quality management system at the enterprise are defined. The causal model of development and implementation of the quality management system at the enterprise included the following components: project justification block, organizational structure design block, preliminary enterprise monitoring unit, end-to-end monitoring of the enterprise activity unit, enterprise personnel training unit, enterprise quality guidelines , block of implementation of the quality management system at the enterprise, block of audit of activity of the enterprise, block of certification of the quality management system of the enterprise, block of development and improvement of the quality management system of the enterprise. Practical value. K. Isikawa's diagram schematically visualizes the main cause-and-effect relationships between factors and consequences of the research problem – the development and implementation of a quality management system at the enterprise, which significantly increases the effectiveness of such a project. The study identifies meaningful relationships between the factors that have the most significant impact on the process of forming a quality management system in the enterprise.
