РОЛЬ МІЖНАРОДНОЇ ТЕХНІЧНОЇ ДОПОМОГИ У ВІДНОВЛЕННІ УКРАЇНИ: ЯК ДОСЯГТИ СТАЛОГО ЕФЕКТУ?
Анотація
Мета статті полягає в ідентифікації ролі та результативності МТД у процесі відновлення України в умовах війни та у післявоєнний період, з акцентом на виявлення підходів, які здатні забезпечити її довгострокову стійкість. Методика дослідження. Аналіз нормативно-правових актів, кейс-метод вивчення практик залучення громад до реалізації проєктів, а також аналіз використання цифрових інструментів моніторингу. Результати. Здійснено дослідження ролі міжнародної технічної допомоги (далі МТД) у процесі воєнного та післявоєнного відновлення України в умовах глибокої економічної та соціальної кризи, спричиненою російською агресією. Надано відповідь на питання чи здатна така допомога забезпечити не лише короткострокову підтримку, а й стати чинником довготривалого розвитку країни. Практична значущість результатів дослідження. Отримані результати підтвердили потребу переосмислення підходів до МТД з акцентом на участі громад і цифровому моніторингу. Подано рекомендації щодо посилення інституційної спроможності та результативності проєктів МТД в Україні.
