SYSTEMIC ANALYSIS OF SECURITY THREATS TO POLTAVA UNIVERSITY OF ECONOMICS AND TRADE IN THE CONTEXT OF SUSTAINABLE DEVELOPMENT

Abstract

The purpose of this article is to conduct a systemic analysis of security threats affecting the functioning of Poltava University of Economics and Trade, taking into account the principles of sustainable development. The research aims to identify, classify, and assess current risks of legal, institutional, social, economic, environmental, and reputational nature, as well as to develop recommendations for enhancing the university’s resilience to internal and external challenges. Special attention is given to the impact of military actions, demographic crisis, cyber threats, energy instability, and legislative changes on the university’s ability to implement the concept of sustainability. The author analyzes both external and internal sources of threats, including financial dependence, staff turnover, infrastructure condition, socio-psychological risks, and the level of digital literacy. At the core of the study is the search for an effective security management model that integrates international experience with Ukrainian realities, considering the specifics of the cooperative education system. The research methodology is based on systems analysis, comparative modeling, SWOT diagnostics, expert surveys, content analysis of regulatory documents, and statistical data processing. The results demonstrate that the integration of digital platforms, development of partnership networks, implementation of energy efficiency strategies, and enhancement of organizational flexibility contribute to strengthening the university’s resilience. The practical significance of the findings lies in their applicability for developing a comprehensive risk management system, strategic planning in the education sector, and shaping public policy to support private higher education institutions under crisis conditions.
